We collaborate with a global network of specialist film funders, and are proud to be at the forefront of innovative investment structures tailored to institutional investors. Recognising that current Australian regulations restrict direct investment from institutions like superannuation funds into entertainment assets, Becker is leveraging a groundbreaking financial model that utilises AAA-rated bonds. These are secured by completion guarantees and comprehensive insurance policies—structures designed to protect capital and generate returns independent of a film’s box office performance.

Through our financing partners, we can provide a suite of specialised financing solutions. These include:

  • Cashflow loans against Australian federal and state incentives such as the Producer Offset, PDV Offset, and Location Offset
  • Funding for New Zealand and UK tax incentives, including the NZ Screen Production Grant and the UK Film Tax Relief
  • Advances against pre-sales, distribution guarantees, licence fees, and sales agent advances

This multi-tiered approach not only ensures production viability but also gives investors structured entry points into the entertainment sector with managed risk and predictable yield potential.

Production Incentives

Australia offers a two-tiered system, where you can leverage both Federal and State based incentives.

Federal Incentives

Location Offset

Rebate of 30% on Qualifying Australian Production Expenditure (QAPE)

Minimum Spend Requirements:
AUD$15M of QAPE for feature films and television
AUD$1.5M per hour of QAPE for television series

Eligibility Requirements:

Minimum training obligations, or contribution to broader workforce and infrastructure capacity of the sector.

Use one or more Australian provider(s) to deliver post, digital and visual effects for the production.

New reporting requirements are proposed as part of the Location Offset application process to capture data including employment of Australian crew and use of Australian businesses.

Producer Offset

Rebate of 40% on Qualifying Australian Production Expenditure (QAPE) for feature films; or 30% for other eligible projects produced for television.

Minimum Spend Requirements:
AUD$500,000 of QAPE for feature films
AUD$500,000 per hour of QAPE for non-features

Eligibility Requirements:
Significant Australian Content (SAC) Test applies

PDV Offset

Rebate of 30% on Qualifying Australian Production Expenditure (QAPE)

Minimum Spend Requirements:
AUD$500,000 of QAPE

Eligibility Requirements:
The production does not need to have been filmed in Australia

Co-Production Treaty

Official co-production treaties are automatically eligible for the Producer Offset.

Eligibility Requirements:
Treaties are currently in force with:
United Kingdom, Canada, Italy, Ireland, Israel, Germany, Korea, South Africa, Malaysia, Singapore, and China

There is a Memorandum of Understanding with:
France and New Zealand

State Incentives

Made in NSW

The “Made in NSW” Program is a five-year funding program to support the advancement of NSW as a production destination for
feature films and major TV drama production.

PDV Offset

The Post, Digital and Visual Effects (PDV) fund offers a 10% rebate of qualifying PDV work carried out in NSW.

There are a number of additional funding opportunities for local filmmakers with screen projects at various stages of production. This ranges from Early Development to Advanced Development; Production Finance, Regional Filming Fund grants; and programs supporting emerging filmmakers.

State incentives are determined on a case-by-case basis, taking into account demonstrable benefits including job creation, production expenditure, skills development, and technology transfer.
